Centre’s farm aid on hold as state ‘delays’ drought report

MUMBAI: The state government's failure to submit a comprehensive report on the drought situation has delayed financial aid from the Centre. A high-level central committee is likely to meet in a fortnight to decide the drought-aid proposal, said state officials.

The state government had, in December, sought around Rs 3,924 crore aid. State revenue minister Eknath Khadse had met Union finance minister Arun Jaitley and agriculture minister Radha Mohan Singh, asking them to sanction the amount immediately.

A central team visited 19,000 villages across 14 districts in December . This team was then informed that another 4,800 villages from Nagpur division were still to be added for drought aid. This, according to a state official, is the reason sanctioning of funds was delayed by the Centre.

"The central team made it clear that once the package is cleared, there would not be a second disbursement," said a source. "So, we had to either add the villages and resubmit the proposal or make do with the initial demand."

Accordingly, on January 5, the proposal was raised to Rs 6,013 crore—up by Rs 2089 crore. This includes aid for 23,802 villages besides money for water tankers and fodder. "We expect this amount to be sanctioned by the month-end," said an official.

Congress spokesperson Sachin Sawant said a helpline for farmers set up by his party in Vidarbha and Marathwada regions has received 17,000 missed calls over the last two days. "This is enough indication that aid is yet to reach the farmers," said Sawant.
