MUMBAI: Three men, one of whom posed as an IAS officer on deputation with the Intelligence Bureau (IB), were arrested by the Borivali police on Friday night. The accused would dupe citizens on the pretext of procuring contracts, tenders, apartments or jobs for them. The racket came to light when one of the accused contacted a journalist with a television news channel. The journalist, in turn, alerted the Borivali police.

The accused are Ashwini Sopar, 36, Anil Chaudhary, 46, and Vinod Jha, 41. Sopar was the mastermind.

"The accused offered the journalist a contract in a central government project. When Sopar introduced himself as an IB officer, the journalist misunderstood that IB stood for the Information Broadcasting Ministry. After a meeting at a Borivali-based hotel with Sopar, the journalist, however, sensed something amiss. He then contacted us," said zonal DCP Balsing Rajput.

Accompanied by a plainclothed policeman, the journalist went for a few more meetings with Sopar. The plainclothed cop soon called Sopar's bluff as the latter was unable to answer basic questions about his degree such as the year of passing out and his cadre. Sopar had asked the journalist to bring a token amount of Rs 20000 in cash for bagging the project. On Friday night, the police laid a trap and nabbed Sopar as well as his associates. More arrests have not been ruled out.

Sopar was staying over at the hotel since November 25 and had run up bills upto Rs 1.5 lakh. He would hold his 'meetings' with targets at the hotel. Depending on the appearance and the wealth of his target, Sopar would decide on a plan to dupe him/her. "The day they were arrested, the accused had also conned three others. Two of those were promised jobs for their kids and the third had already been charged Rs 8 lakh for a house in Delhi," added Rajput.

Sopar had clicked a picture of a government identity-card on his mobilephone and used to flaunt it as his own card to dupe people. The accused would seek various documents from their targets, besides cash, for getting their job done. "We have seized several documents from their hotel room during the raid. The three accused were produced before a magistrate court and remanded to police custody till December 29," said assistant inspector Gorakhnath Gharge, Borivali police.

Sopar's two associates are residents of Kandivali East.
