MUMBAI: The state anti-terrorism squad (ATS), probing the mysterious disappearance of four Kalyan-based youths, is baffled with the case of an Afghan national, Rateb Husseinzade (35), whose entry into India is not clear neither his visa has helped the police in getting the information.

Two Afghan nationonals, Rateb and Rehman Daulati (25) had visited Kalyan last year and met some people who are under the police scanner allegedly for their suspicious activities. An FIR was registered with the Bazarpeth police station in Kalyan under various sections of the Foreigner's Act, Registration of Foreigner's Act and Registration of Foreigner's Rule. Four persons mentioned as accused in the FIR Kabul residents, Rehman Daulati (25) and Ahmed Rateb HusseinZade (35), fruit seller Dolare and Govind Thapa, manager of a Raja Hotel at Tilak Chowk in Kalyan. The probe has been taken over by the ATS.

"Daulati, who had earlier studied engineering in Kalsekar college near Kalyan had many friends from various communities and knew many people here. He came to Kalyan for a few days and got married a 17-year-old girl. The girl has been taken to Afghanistan and is in touch with her parents through phone," said an ATS officer. The police have ruled out any human trafficking angle. "We are thinking about the marriage. Daulati comes from a well educated and financially well off family. However, the girl's family is too poor. He had never seen the girl before wedding. Importantly, he already has a wife in Afghanistan," the officer said. Daulati visited Mumbai and Delhi and had met some businessmen from both the metros.

Meanwhile, Rateb's entry and purpose of visit is still not clear. "Name of some people including one of Dolare's business partners has emerged during the probe with whom Rateb met several times. We have recorded his statement too," the officer added. Dolare's name cropped up during the investigation of four missing youth, Arif Majeed, Shaheen Tanki, Fahad Shaikh and Aman Tandel who left India in May to visit holy places but disappeared. They allegedly went to Mosul and then Raqqa city in Syria. On August 26, Majeed was reportedly killing in a bombing while fighting for the ISIS. However, there is no official confirmation about it. Parents of these youths wrote to the ATS demanding "to book those who were responsible for allegedly brainwashing their children". ATS said the four youth, three of whom were engineering students, were in touch with Dolare before they disappeared.

ATS had in August recorded Dolare's statement in connection with the 'missing case'. "We still don't know why Rateb came to India. There was no tourism or medical purpose mentioned in his visa. We are investigating the case and will soon find out the purpose of his visit too," the officer added. Daulati arrived in India on November 20, 2013 (on business visa for six months) while Rateb arrived in India on November 27 last year. Daulati stayed in Kalyan for one day while Rateb left the country after three days. "While investigating the missing youth case, we came to know about the visit of two Afghan nationals.

Both had come on the invitation of Dolare who had given an undertaking at the Foreigner's Registration Regional Office (FRRO) stating the two would stay at his place. However, they stayed at Raja Hotel. This is violation of the rule," said an officer.
