When the judges questioned what precautions the Centre is taking, its advocate Rui Rodrigues answered, "The government is totally seized of the matter." The judges pointed out that "there are so many planes landing at the airport." They also produced material sourced from a health website showing the effects of Ebola. "See the manner in which the disease is spreading. Is this not serious?'' asked Justice Oka. Rodrigues said he will take instructions and place on record the steps taken by the Centre. "Tell us in black and white what you are doing," said Justice Oka.
The judges also questioned the state government. "Is any action taken today by the state? The state has a role to play. If passengers have to be sent to a quarantine, it has to be taken by the state," said Justice Oka. The judges said the Centre's jurisdiction will extend to airport and its operations, "When passengers come out , it is the province of the state, which has to take action," said Justice Oka.
Justice Kulkarni pointed out that frisking of passengers is done at the airport by CISF personnel. Tirodkar submitted some countries have banned passengers from alighting from the flights. "They are quarantined and medically checked. Passengers need not be taken out till then," he added.
