MUMBAI: The civic drive of registering street vendors, which has been launched to issue licences and streamline hawking in the city, seems to have turned into a money-spinner for civic officials, politicians as well as hawkers alike. From hawking slots to backdated fine receipts, everything is apparently being sold with a promise of a hawker's licence.

According to BMC rules, to prove their professional identity and get a licence, hawkers can produce the fine receipts they were issued during earlier eviction drives. Corporators alleged that licence department officials, who are the custodians of those receipt books, have been forging and issuing fake backdated receipts to applicants for a hefty sum. MNS corporator Dilip Lande claimed the bogus receipts were sold for Rs 500. Moreover, BMC officials have allegedly been selling registration forms, which actually cost Rs 100, for Rs 1,000. Even hawkers in possession of multiple fine receipts are selling them to other people for registration.

Not to be left out, politicians are allegedly getting their supporters to sit on pavements with a few wares just before the registration team arrives on the spot.

One corporator claimed that in Dadar, the BMC has registered multiple hawkers using the same spot, with one giving up the slot to another, just after the registration is completed. "A person is photographed selling tomatoes and after a few minutes, another person takes the same spot and is registered selling bananas. All this happened in front of BMC officials. The entire exercise is futile, it is a mockery of the SC order," said a resident of Dadar. Some spots are also allegedly being sold.

When told about the tricks that civic officials and politicians have been resorting to, senior administration officials promised to look into them. "I have received complaints and have started investigating them. On finding anyone guilty, the officer concerned will be suspended," said additional municipal commissioner Mohan Adtani. Another senior civic official clarified that all the vendors registered would not necessarily be issued licences; to be eligible, they would have to submit a proof of using the spot for the last 10 years by August 2.
