Poll duty puts brakes on car registrations, driving licence in Mumbai

MUMBAI: If you are buying a car or two-wheeler now, be prepared for a delay in getting your vehicles registered or obtaining the RC book. This also applies for those who are expecting their driving licence.

RTO officials across the city are busy in election duty and during the next 10 days, they have three days of election-related seminars, workshops and drills while four days are public holidays (April 13, 14, 18 and 20), said sources in the department. And, this is going to inconvenience hundreds of citizens arriving for licences and new registrations daily.

When contacted, regional transport officer K T Golani admitted that a large number of officials from Tardeo, Wadala and Andheri RTOs were on poll duty. "It will definitely hamper work. We advise citizens to avoid coming to RTO for the next ten days unless it is very urgent. There could be delays," he said.

An official from Andheri RTO confirmed to TOI on Saturday evening that car and two-wheeler registrations in the western suburbs have been postponed by a week. The vehicle dealers have also been informed. This means that those who have already purchased a car or a bike during the weekend will have to wait for eight days before the registration process begins.

"This is frustrating. The dealers have taken the entire amount (around Rs 80,000) from me for a brand new bike. And now, they are saying that I will have to wait for over a week for the registration," said an Andheri East resident, who did not wish to be named.

RTO officials said though the department will be open on a Saturday (April 19), there will be less staff as most of them have been deployed for poll duty. From Tuesday to Thursday, officials will be deployed for special workshops and poll related work, sources stated.

"It will be difficult to conduct driving tests, learner licence tests and we may have to postpone them for many candidates," an official said.

State transport commissioner V N More said the RTOs are already short-staffed, and poll duty will affect office work at all the three city RTOs till April 24, the election day.

The crowd at a RTO office is usually huge for learner licence and driving tests. At the Wadala RTO, there is not enough space for people to stand in a proper queue. "We have already spoken with the MMRDA, which will be give us additional space so that we can create a waiting lounge for the candidates soon,'' said regional transport officer (Wadala) B I Ajri, who has been instrumental in streamlining the learner licence process at this RTO recently.
