Santa Cruz-Chembur road to make Kalanagar tunnel plan redundant

MUMBAI: The Kalanagar underpass project has been put on hold as the Mumbai Metropolitan Region Development Authority expects the it to be made redundant by the Santa Cruz-Chembur Link Road (SCLR) that is nearing completion.

The logic is that the SCLR will provide a better alternative to the route via Kalanagar junction when it comes to travelling between the Western Express Highway (WEH) and the Eastern Express Highway (EEH). As a result, the Kalanagar junction is expected to see less traffic and there may be no need to go ahead with the tunnel project to decongest the junction.

The SCLR is expected to be completed by March and MMRDA plans to see the impact on traffic at Kalanagar junction before taking a decision on the tunnel project.

The SCLR is an important east-west corridor that will pass through Kalina and CST road. It will have access and entry points at CST Road, Amar Mahal Junction, Nehru Nagar and Lokmanya Tilak Terminus.

"Most vehicles that come to Kalanagar junction travel to eastern suburbs via the Sion-Dharavi Link road," a senior official said. "Once, the SCLR is opened to vehicular traffic, it will take away a major chunk of traffic from Kalanagar."

Another official said even motorists from as far as Andheri would prefer the SCLR as the new corridor is wider than other roads.

"There are also fewer intersections on SCLR," the official said.

The underpass project comprised two underground tunnels, one to take traffic from the Bandra-Kurla Complex towards the Bandra-Worli Sea Link and the other from BKC to Kherwadi on the WEH.

An MMRDA official said the option of a flyover instead of the underpass towards the Bandra-Worli Sea Link was also under consideration, which would be cheaper than a tunnel.

An MMRDA official said they were also looking at the option of e MMRDA had plans to carry out the work through Tunnel Boring Machines (TBM) technology, which has to be imported. Due to increase in rate of US dollars, the financial viability of the project has come under question mark.

A senior official said, "We now have an alternate option as per which, a flyover can be constructed to take the traffic to BWSL from BKC across Nandeep Garden. A tunnel can be built with affordable technology for traffic that goes to Kherwadi. However, final call is yet to be taken. This grade separate system will ensure faster dispersal of vehicles, besides helping us to de-clog Kalanagar Junction.

The official further clarified, "The project will definitely be implemented but the timeline is not yet final."

MMRDA has already undertaken some measures to decongest Kalanagar, like reducing the width of the traffic island and shortening the median so that traffic from Kherwadi can smoothly enter BKC.

It has also redesigned the bus on Eastern-arm of the Sion-Dharavi Link road-Kalangar Junction. The pushing back of the bus-stop has opened one lane for bus-bay. This ensure that vehicles do not get blocked when the bus halts at the stoppage.
