The driver, Dattaram Pal (43), abandoned his vehicle and fled but was arrested in the evening. He was released on bail after he was booked under various IPC sections for rash and negligent driving.
The speeding tanker knocked Pagar down from behind and ran over her legs. "Despite the place being crowded, the driver drove at high speed. After the accident, he abandoned the vehicle and fled away," said a Chembur police officer.
Locals rushed Pagar to Shatabdi Hospital in Govandi where she was declared dead before admission. Police have seized the tanker and the Regional Transport Office (RTO) will inspect the vehicle to ascertain if the accident occurred due to a mechanical failure or due to human error.
