MUMBAI: In 2003, a Special Investigation Team (SIT) monitored by the Bombay high court was invested with wide-spread powers to summon, interrogate and even arrest suspects in the multi-crore Telgi fake stamp paper scam.

Headed by a retired director general of police with impeccable credentials, the SIT carried out a thorough professional probe, arrested several IPS officers including a former police commissioner; it almost came close to arresting a senior politician involved in the scam.

A decade later Maharashtra was rocked by another mega scam in the water resources department allegedly running into thousands of crores. A series of TOI reports, which exposed how irrigation projects across the state were arbitrarily increased by 300% to 500% and how certain contractors were favoured by giving a go-by to rules and regulations by the NCP-controlled ministry, finally forced the government to appoint a SIT last January.

But the general consensus is that this SIT headed by a former water resources department official Madhav Chitale, is toothless. It has no power to summon or investigate any official or politician. Currently, the panel only relies on documents submitted by different irrigation corporations, whose officers themselves are believed to involved in large scale malpractices.

The Chitale committee's terms of reference include reasons for lesser irrigated area, cost escalation in projects and the delay in execution and implementation of the projects. The SIT will also probe if administrative procedures were followed while approving the cost escalations. The government has asked the SIT to recommend measures it needs to take to complete irrigation projects within deadlines. However, it is doubtful if the SIT will probe allegations that public money was siphoned off or hold anyone responsible.

Till recently, the SIT even refused to accept evidence from private citizens including activists and opposition party leaders. It was only following a high court order last August that Chitale has now started accepting documents from citizens. The first one to submit a dossier will be the BJP's Vinod Tawde.

His report will be eagerly awaited when it is submitted by end December. Its findings_whether substantial or not will be the talking point as Maharashtra heads for elections later next year.
