MUMBAI: Jails in Maharashtra are becoming a growing hub of underworld activities, if one goes by the recent spate of incidents. Crime branch sources said the rise in gang-related incidents was because criminals lodged in the jails are blatantly using cell phones to speak to their mentors abroad and are carrying out supari (contract) killings.

The police said the Chhota Shakeel gang is mainly involved in settling property disputes and gangster Chhota Rajan is busy eliminating rivals, while petty gangsters Ejaz Lakhdawala, Ravi Pujari, Fahim Machmach, Salim Chiplun alias Sikander and Kumar Pillai are still making extortion calls to builders, hoteliers and Bollywood personalities to make a living. An encounter specialist said that Pujari was the worst among them, targeting anybody for petty sums.

Sources said many gangsters in jails get home-made food, branded cigarettes, cell phones, SIM cards and even weapons by bribing policemen. Escorting policemen often aid and abet the accused either in jails or while they are being taken to hospitals or courts for hearings. An officer said, "Take the case of corporator Brian Miranda. Sachin Kambhe, a former aide of deported gangster Abu Salem, sent messages to Miranda to see him while he was being taken to court or else he threatened to kill him."

In the June attack on Salem, Devendra Jagtap alias JD, who was arrested for killing advocate Shahid Azmi, had procured a country-made weapon inside Taloja jail. Police investigations showed that the weapon was supplied to JD at Shake-el's behest.

The latest is shooter Satish Kalia, who allegedly hatched a criminal conspiracy to kill bookie Ajay Gosalia from Arthur Road jail at Rajan's behest. An officer said, "Kalia, a key accused in the journalist J Dey murder case, had in October last year hired two goons to kill hotelier B R Shetty in Andheri."

Joint commissioner of police (crime) Himanshu Roy said, "We have come across many instances of criminals hatching conspiracies from jail. We have time and again briefed the jail authorities."

Additional director-general of police (prisons) Meeran Borwankar said, "I am aware of the Salem attack in Taloja jail and the extortion threat to a corporator from Nashik jail. The jammers are not effective. To counter mobile phone usage, we have brought in mobile detectors and are getting customized mobile phone jammers in jails."
