MUMBAI: The Supreme Court's decree standardizing the compensation to victims of acid attacks is a welcome step, but there are concerns about whether the directive will be effectively implemented in practice.

Acid attacks are one of the most violent forms of gender-based violence prevalent in India today. The Supreme Court on Thursday hiked the compensation to victims to Rs 3 lakh and directed that states should pay the victim Rs 1 lakh within a fortnight and the rest within two months of the assault.

Past experience shows that such directives and provisions have unfortunately often remained on paper, depriving victims of much-needed succour in times of crises. The need to establish a compensation fund for victims was in fact mandated by an amendment to the Criminal Procedure Code (CrPC) way back in 2008. But the implementation of this provision has been ignored in many states. Such compensation was in fact payable even if the offender was missing.

The criminal justice system unfortunately veers all its energy towards bringing the accused to book. Without undermining the importance of that, it is equally important that measures for the welfare of victims also receive their rightful place.
