More transparency in food programmes is the need of the hour

MUMBAI: At a time when the food security bill is slotted for Parliamentary debate, an independent non-governmental organization has raised the flag for more transparency to be induced into India's food security system, if the government was to indeed ensure the right to food for all.

Stating that India is still has a long way to go to ensure food security, the Asian Legal Resource Centre has recommended that India ensure "effective monitoring" of existing anti-malnutrition programmes such as the Integrated Child Development Scheme so as to prevent pilferage. It suggests tracking to ensure that goods and services reach the intended beneficiaries, even as it recommends setting an example by bringing individual offenders to book.

Alluding to the food security bill, the ALRC points out that, "While the bill itself appears good on paper, little can be done to implement the bill effectively while government corruption remains as rampant as it is."

After all we aren't talking of peanuts where the food budget is concerned. The Centre spent around Rs 75,366 crore on food subsidy in the current financial year and citizens have a right to know where their money is spent, given that indicators stubbornly refuse to change.

India represents a worrying 25% of the world's hunger and the government itself admits that about 43% of children in the 0-6 agegroup are malnourished. India is set to overtake China as the most populous nation by 2030 and it is imperative that the government pay heed to the impending food crises. An urgent course correction to turn these statistics on their head, is the need of the hour.
