MUMBAI: The BMC's decision to fine errant engineers for not repairing potholes within a stipulated deadline is a step in the right direction. What is even more heartening is that it has refused to yield to threats from their union, even to go on strike.

While there's nothing wrong in giving the engineers the opportunity to present their cases, even explain the reasons for the delay in filling up a pothole within 48 hours after it has been discovered or notified, it has to be cautious.

The engineers, or anyone contracted to carry out civic work for a fee, have to adhere to some basic checks. If they are tardy in delivering the goods, they must be penalized or even not given any new work for a period of time.

While the BMC is at it, it would really be appreciated if it cracks this menace for good. Why should potholes keep reappearing at the same place every few months? Why do roads get so badly damaged every once in a while? Clearly, it's because the contractors are doing a shoddy job.

If the top officials crack the whip and demand proper roads and repairs, driving will not be such a painful chore any more.
